Mount Elden Estates Homeowners Association Board Meeting Minutes

 April 20, 2010

The meeting was called to order at 6:00 p.m. on Tuesday, April 20, 2010 at the home of Treasurer Diana Herron. Board members present were President Sofia Nicoletti, Vice-president John Harper, Treasurer Diana Herron, Secretary Barbara Brunner, member Laura Roe, and member Kim Middleton, and resident Phil Brunner.

Secretary Barbara Brunner mentioned that the minutes of the previous meeting were online at the association's website, where the minutes could also be updated online. The website is http://mtelden.com/Estates, and Phil Brunner will send e-mail to everyone with information about how to use the website.

Tresurer's Report:

Treasurer Diana Herron provided copies of the treasury activity for the period from January 1 to April 20. At the beginning of this year the treasury balance was $8137.71. Snow plowing during that period required payments totaling $9189.25, and deposits from the same period (including emergency payments of an extra $150 from each property) totaled $7250.00. Currently, the balance in the treasury is $6198.46. Diana reported that 51 property owners were sent the request for a one-time emeregency payment of $150/property, and that 33 responded. One payment was for $50, and the rest were for the full amount. Diana requested reimbursement for mailing costs totaling $50, and next month Diana will have to pay for the board's liability insurance in the amount of about $750. The treasury will then have a balance of around $5000. Diana believes that the goal for the treasury should be to maintain at least a $1000 balance, leaving about $4000 for needed road work.

Vice-president's Report:

John Harper reported that we need to obtain estimates for needed road work and that he will call the next day to make an appointment to obtain the estimate. He will then e-mail the board members with the results. John and Sophia will drive around the area and mark for the contractor the areas which need immediate work. Barbara requested that the board somehow obtain the opinion of all the property owners about exactly what each owner wants for the roads (paving or not) and what they are willing to pay. John agreed to update his "five-year plan" so that we will have information for the property owners. It was suggested that this request for opinions be included with the fall notice for the annual meeting and request for dues.

Old Business:

Larkspur Sign - Diana, Bill and Brent fixed the sign today.

New mailboxes - Sophia mentioned that the Post Office says the new set of mailboxes requires a 25" by 25" concrete pad. Several board members suggested different placements for the concrete pad, including placing a new pad next to the package boxes and removing the two individual boxes currently in use, or removing one of the package box stands and squeezing the new mailboxes on the existing pad. No decision was made at this time Sophis also stated that she thinks the new mailbox set has to be imbedded in the concrete pad, but she will determine the requirements for placement of the new mailboxes.

Newsletter - The newsletter was discussed but no decision was made about the time for the next newsletter. Barbara suggested two topics, including missing newspapers. Several board members said that they either missed papers often, or had cancelled their subscription because of the problem.

Broadband - Diana mentioned that she had subscribed to Verizon broadband and that it worked very well. Laura mentioned that she also has Verizon. A brief discussion followed about the various cell phone companies and how well each one's service worked in our area.

New Business:

The Dierker family responded to the emergency request with a letter stating that the snow plowing had done so much damage to their fence that they would no longer be paying for plowing. The road is not the major point of access to their property. The board discussed the problem and decided that Sophia would write a letter to the family stating simply that we are sorry that they are leaving the association, but to not offer any compensation since it is possible the snow alone damaged the fence, and that the fence is very old and both Sophia and Laura could not see much difference in the state of the fence from before the winter snows.

Neighborhood Gathering - we do not yet have a date from the but Diana will phone tomorrow to see if a date could be set.

Sophia suggested, and the board agreed, that a handout for new owners moving into the neighborhood would be a good idea. Sophia mentioned that often the new people don't know about the mailboxes, roads, association, etc., and would also include board members phone numbers.

Diana mentioned that she has sighted returning birds now that Spring has arrived.

Next Board Meeting(s):

November 6 has been picked for the next annual meeting, so the next board meeting is set for Tuesday, September 28 at 6 pm at Diana's home. There may be another meeting before September if a date is set for the neighborhood gathering.

The meeting was adjourned at 7 p.m.
