Mount Elden Estates Homeowners AssociationMinutes of the November 6, 2010 Annual General MeetingThe 2010 annual meeting of the Mount Elden Estates Homeowners Association was held on November 6 at the Summit Fire District Station 37 at 5500 N Fort Valley Road; it began at about 10:05 am. Association President Sofia Nicoletti presided. Other officers in attendance were John Harper, Vice-president, and Diana Herron, Treasurer. In addition to the officers, Board members in attendance were Kim Middleton and Laura Roe. Other homeowners present were Robyn Cass, Myra Muramoto, Lee Renner, Henry Roe, and Renee LeFebvre and her daughter. Twelve people were in attendance, representing 8 households. Guests at the meeting were Lucinda Andreani, representing Coconino County, and Tim, the fire station battalion chief. Sofia Nicoletti provided an agenda for the meeting, a copy of which is in the Treasurer’s book along with these minutes. Sofia gave a short introductory talk describing the purpose of the Mount Elden Estates Homeowners Association and expressing appreciation of the financial participation by members. Program: Coconino County Road Improvement Districts:Lucinda Andreani, Special Districts Coordinator for Coconino County, gave a presentation on Road Improvement Districts and Road Maintenance Districts. A Road Improvement District is formed for the purpose of bringing roads up to county standards, which are relatively high and include paving and drainage, and then turning the maintenance and liability responsibilities over to the county. A Road Maintenance District is formed for the purpose of bringing roads up to state fire code standards, which will allow the passage of emergency vehicles, and then maintaining the roads and assuming liability. These roads do not need to be paved but can have all-weather surfaces. The formation of these districts is a citizen driven process which is facilitated by Coconino County. This process takes about 1-2 years. The citizens who wish to form these districts must determine who should have access to their property through the district and district boundaries. Petitioners must obtain 50 or 60 foot wide public right-of-ways (ROWs) and have them conveyed to the County. This is the first step to forming a district and is crucial to the process. 100% of the ROWs are required before a road district can be formed. Currently, most of our ROWs are private and are only 30 feet wide. Roads can be various sizes, but a 60 foot ROW allows for ditches and utility easements. To form a Road Improvement District, 50% of the property owners must sign a petition, and to form a Road Maintenance District, 70% of the property owners must sign a petition. Other discussions were about some of the difficulties involved in forming districts, about how improvement costs are estimated, about how property owners are assessed, and about the financial implications and advantages of being in a road district. Lucinda provided brochures for everyone, a copy of which is in the Treasurer’s book along with these minutes. Treasurer’s Report:Diana Herron gave the Treasurer’s report which is included below with these minutes. The Association checking account balance as of October 1 was $5,046.82. Income received in 2010 totaled $18,005.00. This income included member dues, an emergency assessment, and prepaid dues for 2011 by 6 Board members. Expenses for this year were $13,733.89 which included $10,706.25 for snow plowing. Diana reported that she has already received $7,200 in dues for 2011. Road Update: Earlier this year Sofia and John worked on getting estimates for road work. Some of these estimates were prohibitively high. Dave Brewer has done road work for us in the past and even this summer. He does good work for a reasonable cost, but it is sometimes difficult to get him out to our neighborhood to do the work. Dave or his son Darwin may be able to do some work on the potholes in our roads this month. John will keep in contact with the Brewers. Renee mentioned that she has a friend who has equipment and does road work. John will contact this person. Other Old Business:There was no other old business. Elections:The terms of three Board members, John Harper, Sofia Nicoletti, and Kim Middleton, have expired. All three agreed to serve for another two years. Diana moved and Henry seconded the motion to elect these Board members unanimously. The motion carried. The other 3 Board members are Barbara Brunner, Diana Herron, and Laura Roe. Other New Business, Concerns:Tim from Summit Fire District talked some about burn permits and District programs. Set Next Meeting Date:The next Board meeting will be held at 6:00 pm on Tuesday, January 25, 2011 at Diana’s house at 5100 N Wildrose Trail. At that time we will have a discussion about the road maintenance district information that Lucinda presented today.
