Treasurer; I had not heard that Diana resigned.
In order to make a rational decision on the Primrose project,
we need to know a few things. So far I have not seen answers to any of them.
1. Who is involved in the project? Susan said 11 owners; I count 13 or 14.
(Everyone who owns a piece of the proposed paved road is legally involved.)
2. What exactly are you planning to pave? We now know that part of Agave and most
of the Middleton property is excluded.
3. Do you have a bid or just an estimate and can we please see it?
4. How will the paved portions be maintained?
- There were no paved roads when the bylaws were written; so, "maintenance" in
the bylaws obviously refers to dirt roads.
- In the 2011 Annual Meeting minutes, it says that received road maintenance bids
were for $64000 and $84000 annually and that clearly we cannot afford that.
- Experience data? The Treasurer is required to retain receipts, etc. It should not be
difficult to break the "maintenance" expenses into grading and pavement repair categories.

5. Solution to legal problems. The roads in our area are covered by a number of public and
private easements for ingress, egress and public utilities. These easements are for those
specific purposes and do not grant a right to pave the roads.
