Mount Elden Estates Homeowners AssociationMeeting Minutes November 5, 2011The annual meeting of the Mount Elden Homeowners Association, at Fire Station 37 – 5500 N Fort Valley Road, was called to order at 10:08 am. Present were board members President Sofia Nicoletti, Vice-president John Harper, Treasurer Diana Herron, and Kim Middleton. Absent were Secretary Barbara Brunner and Laura Roe. Others in attendance were Phil Brunner, Jerry and Jeannie Halterman, Gary Middleton and Lee Renner. Reading and Approval of MinutesThe minutes from the 2010 annual meeting were summarized by Diana Herron and had been previously approved via e-mail. __ (note: you can find a copy of these minutes in the MinutesArchive back on the FrontPage of this wiki.) __ Treasurer's ReportDiana Herron gave the treasurer's report covering FY 2011 which runs to mid-October as follows: Income: Member's Dues for 38 of 51 properties (75%) $11,055.00 Insurance settlement $4.10 Expenses: Snow Plowing (Winter 2010-2011) $3,102.50 Road Maintenance $9,953.79 Treasurer's Expenses $103.66 Insurance $785.00 Bank Fees $60.00 Totals $14004.95 $11059.10 Checkbook Balance as of 11/04/2011: $7,820.97 Dues received to date: $7425.00 Discussion followed concerning the voluntary nature of our homeowners' dues and the impractically of making dues mandatory by forming a County assessment district for mandatory road paving and maintenance due to the necessity of getting 100% agreement from homeowners, mandatory 60' easements, etc. Road Update – John Harper and Sofia NicolettiJohn attempted to contact Wayne Lucas regarding snow plowing and has not received a response. We are going with Ryan Robinson for now. Ryan does not have a blade if we need some serious snow-plowing. We need to fix potholes on Larkspur – John said we will get Dave Brewer to do this if we get some warm weather this November. Perhaps we will do chip seal next spring for a more permanent pavement. John said we may be able to repair some potholes with “universal paving material” - can be bought by the bag. Just pour material into the hole and tamp down; the thought is that volunteer homeowners could do the work. No action was approved by the board. There was a lengthy discussion concerning our roads and repairs that need to be made. Jerry Halterman mentioned areas he was familiar with that had sections of paved and unpaved roads. Some of our homeowners want paved roads; others don't. Board Members (John and Sophia and Diana?) discussed bids they had received for maintenance of our roads - $64000 and $82000; clearly, we cannot afford that. For now, we will need to go with Dave Brewer as he is the only person willing to do maintenance for a reasonable cost. We're hoping for a warm, dry winter; otherwise, we probably can't afford to do necessary road repairs. It is not obvious that we can afford to maintain the asphalt portions of the roads; we need input from homeowners concerning the direction we should take to live within our means. Phil put a topic on the Wiki – http://mtelden.com/Estates – homeowners are encouraged to enter comments. Old BusinessYield Sign at Wildrose and Larkspur: This has been replaced (John Harper). Grading: Dave Brewer needs to bring grader down and clean out ditches on Primrose. A homeowner objected to Dave cleaning out the ditches; so, he lifted his blade and moved on; road material washed away as a result. It is not clear if the homeowner understood the need for cleaning out the ditches – Lee Renner volunteered to talk to the Anderson's, guessing that they were the people who objected. Also, Dave did not clean out the ditch on Larkspur East of Wildrose because there is a wire running down the ditch and Dave did not want to disrupt any service. John will talk to Dave and the property owners adjacent and try to straighten out the issue. Mailboxes: Sophia found the mail boxes. The action remains open for Barbara Brunner, Kim Middleton and spouses to get the boxes installed on the existing concrete pad or an extension of the pad. Phil agreed to go to Sophia's home and take measurements and work on installing the boxes for new homeowners to use. The Board President will assign boxes. The resident using the box will need to go to the Post Office and pay a fee ($15 currently) for re-keying. Neighborhood Gathering: The date for the neighborhood gathering is set for 19 May 2012, probably from 11 am to 2 pm. This will be a potluck and will be held at the Tchakov's home. Details will be finalized at a later date. Internet Access: Ladd Vagan was not present but sent word that he is still working on getting service through Century Link (was Quest). Others present talked about the steps they have taken to get internet access – phone line modem, Wild Blue Satellite Internet, Verizon Wireless broadband, Blue Mountain Internet, etc. New BusinessElection of Board Members: Kim Middleton, Barbara Brunner and Laura Roe are all willing to continue as Board Members. There were no other volunteers and no one else was proposed. Without objection, these three will serve new two-year terms. New Resident Policy: Jerry Halterman asked about the new resident policy. Basically, Diana contacts everyone new and welcomes them to the neighborhood. Is there a website or a new member packet? We have the Wiki – http://mtelden.com/Estates but no one seems to use it.
